| A BILL for an Act to create and enact chapter 54-17.7 and a new section to chapter 57-06 of |
| the North Dakota Century Code, relating to the North Dakota pipeline authority, to provide for |
| the planning, constructing, owning, financing, maintaining, operating, and disposing of |
| pipeline facilities and related infrastructure, to authorize issuance of revenue bonds, and a |
| tax exemption for pipeline facilities; to amend and reenact subdivision l of subsection 2 of |
| section 28-32-01, subsection 5 of section 54-44.4-02, subsection 2 of section 54-60.1-01, and |
| section 57-51.1-07.3 of the North Dakota Century Code, relating to Administrative Agencies |
| Practice Act exemption for the pipeline authority; and procurement, business incentive |
| exception, and deposits to the oil and gas research fund; to provide a continuing |
| appropriation; and to declare an emergency. |
