| A BILL for an Act to create and enact two new sections to chapter 49-03 of the North Dakota |
| Century Code, relating to electric service area agreements and factors to be considered in |
| granting or denying certificates of public convenience and necessity to electric public |
| utilities; to amend and reenact sections 49-02-01.1, 49-03-01, 49-03-01.3, 49-03-01.4, |
| 49-03-01.5, and 49-03-05 of the North Dakota Century Code, relating to the jurisdiction of the |
| public service commission, certificates of public convenience and necessity, extensions of |
| service by electric service providers, exclusions from limitations on electric lines and |
| service, enforcement, definitions, and complaints regarding electric providers; and to provide |
| an effective date. |
