Human Service Center Study

9:00 a.m. Presentation by representatives of the Department of Human Services regarding the following information for each human service center:
  • Population and demographic information, funding, and the number of clients served by type of service for each biennium since 1995-97
  • Current waiting lists by type of service
  • Current service capacity by type of service
  • Services contracted with private providers during the 2001-03 biennium and projections for the 2003-05 biennium, including the number of clients served by these providers and funding reimbursements for these providers
  • Other organizations and private providers that currently offer services similar to the services offered by human service centers by type of service
  • Cooperative efforts of the human service center, county social services, and private providers to meet the human services needs of each region
  • The types of services that are offered by both human service centers and county social services or private providers
  • How service types offered by the human service center are determined
  • The department's methods of determining when services are consolidated or shared between human service centers and the reasons why certain centers are chosen to share or consolidate services
10:15 a.m. Presentation by representatives of the North Dakota County Social Service Directors Association on information for each county regarding:
  • Current population and demographic information
  • Annual funding for county social services programs since 1997
  • How the types of services delivered by county social services are determined
  • Current service capacity by type of service
  • The number of clients served annually since 1990 by type of service
  • Current waiting lists by type of service
  • Cooperative efforts of counties, human service centers, and private providers to meet the human services needs of a county
  • The types of services that are offered by both a county and a human service center or private provider

Study of Human Services Programs Administrative Costs

1:00 p.m. Presentation by representatives of the Department of Human Services regarding:
  • Administrative costs and full-time equivalent positions with administrative responsibilities of the central office, State Hospital, Developmental Center, and human service centers
  • Welfare reform-related computer systems costs paid by the department since the 1995-97 biennium
  • Grant costs of economic assistance programs included in the "swap" agreement by funding source for each biennium since 1995-97
1:30 p.m. Presentation by representatives of the North Dakota County Social Service Directors Association regarding administrative costs of economic assistance programs included in the "swap" agreement for each year since 1997, adjustments to county administrative functions since 1997, and the number of counties that have combined services since 1997
