  • Changes made to the original legislative appropriation and authorized full-time equivalent (FTE) positions for each human service center during the 2003-05 biennium
  • Current status of each human service center 2003-05 biennium budget
  • Information and statistics on services provided by the Northeast, Southeast, West Central, and Badlands Human Service Centers
  • Space utilization and facility information of the Northeast, Southeast, West Central, and Badlands Human Service Centers
  • Reasons for the increasing number of children in foster care
10:40 a.m. Presentation by representatives of Dakota Boys Ranch regarding reasons for the increasing number of children in foster care and services provided by the organization

2:15 p.m. Presentation by representatives of the Supreme Court's Committee on Tribal and State Court Affairs on issues relating to recognition of child support enforcement orders on Indian reservations
2:45 p.m. Comments by other interested persons regarding the committee's study of the administrative costs of human services programs
3:00 p.m. Committee discussion and recommendations regarding the proposed bill draft and the human services program administrative cost study

CHILDREN'S SERVICES COORDINATING COMMITTEE REPORT

3:15 p.m. Presentation by representatives of the Children's Services Coordinating Committee on the status of "refinancing" funds generated and the uses of the funds for the 2003-05 biennium to date and on the future role of the Children's Services Coordinating Committee and regional and tribal children's services coordinating committees
3:45 p.m. Comments by other interested persons regarding the use of "refinancing" funds
4:00 p.m. Committee discussion and recommendations
4:15 p.m. Committee discussion and staff directives, including a motion to prepare the committee's final report for presentation to the Legislative Council
