2:30 p.m. Presentation by Dr. Elizabeth Faust, Southeast Human Service Center, Fargo, on issues relating to methamphetamine addiction and treatment
4:10 p.m. Presentation by Mr. Paul Ronningen, Director, Children and Family Services, Department of Human Services, regarding the impact on children and families of methamphetamine addiction and whether North Dakota's intervention laws are adequate to protect children

HUMAN SERVICE CENTER STUDY

9:30 a.m. Presentation by representatives of the Department of Human Services regarding:
  • Communications with the Department of Corrections and Rehabilitation regarding the provision of services for individuals released from the corrections system for methamphetamine-related offenses and their families
  • The caseload status of case managers involved in mental illness and substance abuse services at the human service centers and on the need for additional case managers at human service centers
  • A comparison of the human service center employee positions during the 2003-05 biennium to the 2001-03 biennium by position and reasons for position changes between the two bienniums
  • A listing of each vacant position at the human service centers and those positions that are difficult to recruit
  • Client waiting lists at the human service centers

STUDY OF HUMAN SERVICE PROGRAMS ADMINISTRATIVE COSTS

10:15 a.m. Presentation by representatives of the Department of Human Services regarding:
  • Structures of select other states' child support enforcement systems that have successful results, including South Dakota
  • Structural changes that the Legislative Assembly may wish to consider for improving the performance of the child support enforcement system in North Dakota
  • Child support issues relating to military personnel serving in active duty
11:00 a.m. Presentation by the Legislative Council staff of a memorandum relating to state jurisdiction on Indian reservations
