9:05 a.m. Presentation by representatives of the Department of Human Services of the following information for each human service cen ter:
  • A summary of how types of clients are served, through contracts with private providers or directly by the human service center, and the funding sources for these services
  • Full-time equivalent positions, including position descriptions and duties, vacant positions, and percentage of staff time spent on direct care services
  • A history of contract funding by type of service
  • Revenue from third-party reimbursements for the 2001-03 biennium and projections for the 2003-05 biennium
  • The number of clients that receive both developmental disabilities and vocational rehabilitation services
10:15 a.m. Presentation by the Legislative Council staff of a memorandum regarding human service center reporting guidelines
10:30 a.m. Comments by representatives of the Department of Human Services on the reporting guidelines for human service centers
10:45 a.m. Comments by other interested persons regarding the study of services provided by the human service centers
10:55 a.m. Comments by committee members regarding the study of services provided by the human service centers

11:20 a.m. Presentation by representatives of the North Dakota Association of Counties on the county administrative functions and administrative costs of child support programs
11:35 a.m. Presentation by representatives of the North Dakota County Social Service Directors Association on the county administrative functions and administrative costs of child support programs
12:00 noon Luncheon recess
1:00 p.m. Presentation by representatives of the Department of Human Services on the administrative functions and administrative costs of the children's health insurance program
1:30 p.m. Presentation by representatives of the Department of Human Services comparing the number of Medicaid-eligible persons and the number of Medicaid-eligible persons actually receiving services during each of the past five fiscal years
1:45 p.m. Presentation by representatives of the North Dakota County Social Service Directors Association regarding:
  • Annual funding for county social services programs since 1997
  • County-funded home and community-based services, including which counties provide the services and the effect on county services of the provisions of 2003 Senate Bill No. 2083
  • A listing of county directors who also provide direct client services
2:30 p.m. Comments by other interested persons regarding the committee's study of administrative costs of human services programs

2:45 p.m. Presentation by representatives of the Department of Human Services on the status of temporary assistance for needy families (TANF) reauthorization, on the status of changes made to TANF educational provisions, expenditures to date compared to projections, and caseloads
3:00 p.m. Presentation by representatives of the North Dakota County Social Service Directors Association on the Cass and Williams Counties TANF pilot projects
3:15 p.m. Presentation by representatives of the Children's Services Coordinating Committee on the status of "refinancing" funds generated and the uses of the funds for the 2003-05 biennium to date
3:30 p.m. Presentation by representatives of the Department of Human Services of a listing of departmental contracts with developmental disabilities services providers by type of service and associated funding
3:55 p.m. Distribution of the Developmental Disabilities Reimbursement Work Group minutes
4:00 p.m. Comments by other interested persons regarding other responsibilities of the committee
