  • The utilization of buildings at the Developmental Center, the excess capacity of the Developmental Center, and the potential costs and benefits of collaborating or combining services with the State Hospital
  • The long-term plans for the Developmental Center, the relationship with the State Hospital, and the status of shared administrative functions between the institutions
  • The potential for patients at the Developmental Center to be served in other locations

9:00 a.m. Presentation by representatives of the State Hospital regarding the current status of its 2003-05 biennium budget, programs and services, the number of patients, daily cost per patient, trends in patient population, plant improvement needs, and programmatic changes
9:20 a.m. Presentation by representatives of the State Hospital regarding:
  • The services provided by the State Hospital
  • The utilization of buildings at the State Hospital
  • The excess capacity of the State Hospital
  • The long-term plans of the State Hospital
  • The potential for patients at the State Hospital to be served in other locations
9:55 a.m. Presentation by a representative of the Department of Human Services Children and Family Services Division on the effects that the increased methamphetamine use has had on departmental programs, including the foster care and child welfare programs
10:05 a.m. Presentation by Ms. Karen Romig-Larson, Department of Human Services, regarding an overview of Department of Human Services systems of care for persons with mental illness, drug and alcohol addictions, and physical or developmental disabilities
10:15 a.m. Presentations by a representative of the Department of Corrections and Rehabilitation regarding:
  • The property the department owns and leases, including the value of the property owned
  • Inmate population statistics by gender, including inmate admissions for selected offenses, average sentencing length, and the number of admissions by sentence length
  • The reasons for the large increase in the number of violent offenders
  • Statistics relating to and the impact of the aggressive parole process
  • Sentence lengths for North Dakota inmates as compared with those of prisoners in other Midwest states
  • The recidivism rates by offender types
  • The number of inmates that are in prison for committing multiple crimes
  • The orientation process
