9:35 a.m. Presentation by a representative of the Missouri River Correctional Center on the current status of its 2003-05 biennium budget, the center's programs, current buildings and land utilization and plans for and the status of any plant improvements during the 2003-05 biennium and 2005-07 biennium plant improvement needs, and programmatic changes and budgetary needs for the 2005-07 biennium
10:30 a.m. Tour of the Missouri River Correctional Center
YOUTH CORRECTIONAL CENTER BUDGET TOUR AND OTHER STATES' SENTENCING INFORMATION
11:30 a.m. Travel to the Youth Correctional Center, 701 16th Avenue SW, Mandan (The committee will meet in Centennial Hall, the kitchen/dining building, at the Youth Correctional Center.)
12:00 noon

Luncheon at the Youth Correctional Center and presentations by:

  • Ms. Sandi Tabor, Attorney General's office, including a review of the Alabama sentencing study and a review of other states' sentencing commissions
  • A representative of the Youth Correctional Center on the current status of its 2003-05 biennium budget, trends in student population, the center's programs, current buildings and land utilization and plans for and the status of any plant improvements during the 2003-05 biennium and 2005-07 biennium plant improvement needs, and programmatic changes and budgetary needs for the 2005-07 biennium
1:50 p.m. Tour of the Youth Correctional Center
STATUS OF HOUSING FEMALE INMATES
2:50 p.m. Comments by a representative of the Southwest Multi-County Correction Center regarding the status of housing state female inmates
3:05 p.m. Presentation by a representative of the Department of Corrections and Rehabilitation regarding:
  • The status of housing state female inmates
  • The American Correctional Association standard that requires nursing staff for prisons 24 hours a day seven days a week
  • Hold harmless agreement with the Southwest Multi-County Correction Center

OTHER AREAS

3:20 p.m. Presentation by a representative of the Department of Corrections and Rehabilitation regarding:
  • Inmate populations
  • Updated information on sentence lengths and recidivism rates
  • The percentage of inmates that receive the level of treatment needed for drug rehabilitation
  • All land transactions for the Department of Corrections and Rehabilitation
  • The rental rates received by the department for leased land
3:50 p.m. Presentation by a representative of the Department of Human Services regarding:
  • The impact and availability of developmental disabilities services
  • The number of people in community-based treatment statewide for mental health and substance abuse
  • The services provided individuals with multiple needs
4:20 p.m. Committee discussion and staff directives
4:30 p.m. Adjourn
