  • The method used to project expenditures based on legislative appropriations for each month of the biennium and how expenditures are monitored to determine the status of the budget
  • Monthly cash flow projections for the 2001-03 biennium for federal funds and the Veterans Home special operating fund and anticipated general fund expenditures for each month of the 2001-03 biennium
  • Expenditures charged to the general fund, federal funds, and special funds by the Veterans Home in July, August, and September 2001
  • End-of-month balances available in the Veterans Home special operating fund and federal funds account for July, August, and September 2001
  • Estimated other funds collections, by source, for the 2001-03 biennium
  • Vacant beds since 1997 and the effect of vacant beds on the operations of the home, including employees and the budget

RACING COMMISSION STUDY

11:00 a.m. Presentation by the Legislative Council staff of a bill draft relating to the deposit of select receipts of the Racing Commission and a review of the provisions of Section 9 of 2001 House Bill No. 1003 appropriating Racing Commission special funds for commission administrative costs
11:15 a.m. Presentation by representatives of the Racing Commission regarding the status of the Fargo race facility and comments regarding the proposed bill draft
11:30 a.m. Presentation by representatives of the Attorney General's office regarding the duties and responsibilities of the Racing Commission, the effectiveness of the commission, the appropriateness of the commission's authority, the Attorney General's responsibilities relating to the Racing Commission, any suggested statutory changes, and comments on the proposed bill draft
11:50 a.m. Comments by other interested persons regarding the proposed bill draft and the Racing Commission study

HIGHWAY FUNDING STUDY

1:15 p.m. Presentation by the Legislative Council staff of a memorandum on other states' methods of financing highway projects
1:45 p.m. Presentation by representatives of the Department of Transportation regarding:
  • A comparison of actual highway tax distribution fund revenues to projections for the 2001-03 biennium to date
  • The status of the development of a strategic transportation plan for North Dakota
  • Any recommended changes to distribution formulas for the state, cities, and counties
2:15 p.m. Comments by county representatives regarding county road construction and maintenance funding, including revenue sources and recommended changes to distribution formulas for the state, counties, and cities
2:45 p.m. Comments by city representatives regarding city street repair and construction funding, including revenue sources and recommended changes to distribution formulas for the state, counties, and cities
