VETERANS HOME STUDY

9:05 a.m. Presentation by representatives of the Veterans Home regarding:
  • The organizational and management structure of the Veterans Home
  • The status of its current budget, including projected quarterly expenditures for the 2001-03 biennium and actual expenditures to date
  • Employees by program, including vacancies, turnover rates, and recruitment and retention efforts
  • A history of licensed beds and number of residents in the basic care unit and the skilled nursing care unit, lengths of stay, and vacant beds
  • Programs and services provided to residents of the basic care unit and to residents of the skilled nursing care unit
  • The status of 2001-03 biennium capital improvement projects and anticipated capital improvement needs for the 2003-05 biennium
10:00 a.m. Presentation by representatives of the Administrative Committee on Veterans Affairs regarding:
  • Methods used by the administrative committee to oversee and supervise the Veterans Home
  • The process used by the administrative committee to biennially select the commandant of the Veterans Home as provided in North Dakota Century Code Section 37-18.1-03
  • Information gathered on other states' veterans homes
  • The current and projected future basic care and skilled nursing care needs of veterans in North Dakota
  • Any proposed statutory changes relating to the management structure and oversight of the Veterans Home or the selection process for the commandant
10:45 a.m. Presentation by representatives of the Veterans Home on its process for determining whether expenditures are charged to the general fund, federal funds, or other funds including:
  • The sources of funds available to the basic care unit and skilled nursing care unit
  • Federal Veterans Administration per diem rates for residents of the home, medical assistance payment rates for the home, resident fees charged, and other collections
  • A schedule showing monthly expenditures by funding source for the 1999-2001 biennium, monthly operating fund balances, and general fund and federal funds available by month
  • Cash flow projection by funding source for the 2001-03 biennium
11:15 a.m. Distribution of the State Auditor's plan for conducting the performance audit of the Veterans Home
11:20 a.m. Comments by other interested persons regarding the Veterans Home study
11:30 a.m. Luncheon recess

HIGHWAY FUNDING STUDY

2:30 p.m. Comments by county representatives regarding county road construction and maintenance funding, including revenue sources and recommended changes to distribution formulas for the state, cities, and counties
