FOSTER CARE FACILITIES - DAILY RATES AND LENGTHS OF STAY

This memorandum provides information on:

Daily rates paid by the Department of Human Services to foster care facilities for services provided to children in the foster care system.
Average length of stay in out-of-state facilities for children in the foster care system.

The schedule below presents the daily rates at North Dakota foster care facilities compared to the daily rates being paid by the Department of Human Services for children placed in out-of-state facilities.

Reviewing the Department of Human Services statistics on 34 children which, within the last two years, have returned from out-of-state facilities, the average number of days in the out-of-state placement was 389 days. The shortest stay in an out-of-state facility was 88 days and the longest stay was 1,518 days.
