BUDGET COMMITTEE ON HEALTH CARE - OTHER DUTIES

This memorandum summarizes the other duties and responsibilities assigned to the interim Budget Committee on Health Care.



CHILDREN'S HEALTH INSURANCE PROGRAM STATE PLAN

Section 12 of 1999 Senate Bill No. 2012 provides for the establishment of a children's health insurance program. The program is to be established at 140 percent of the federal income poverty level. The section requires that the plan be provided through private contracts with insurance carriers, include copayments and deductibles, and provide coverage for medical services, including preventive dental and vision services.

Section 12 also requires the Department of Human Services to report annually to the Legislative Council on the enrollment statistics and costs associated with the children's health insurance program state plan. The Legislative Council assigned this responsibility to the Budget Committee on Health Care. The effective date of Section 12 is October 1, 1999.



COMMITTEE ACTION PLAN

The following is an action plan the committee may want to consider in regard to its receipt of the report on the enrollment statistics and costs associated with the children's health insurance program:

  1. Receive the background report and implementation status reports from the Department of Human Services on the children's health insurance program.
  2. Receive report from the Department of Human Services on the enrollment statistics and costs associated with the children's health insurance program.
  3. Receive information from interested persons regarding the children's health insurance program.
  4. Consider developing recommendations to the Legislative Council and to the 2001 Legislative Assembly regarding the children's health insurance program and consider any legislation needed to implement the recommendations.

REPORT ON THE ADMINISTRATION OF MEDICATION

Section 3 of 1999 House Bill No. 1403 requires the Department of Human Services and the Board of Nursing to prepare a joint recommendation for consideration by the 57th Legislative Assembly regarding the administration of medication. The section requires the Department of Human Services and the Board of Nursing to report to the Legislative Council during the 1999-2000 interim regarding the progress in preparing the joint recommendation. The Legislative Council assigned this responsibility to the Budget Committee on Health Care. The committee is to receive an annual report from the Department of Human Services and the Board of Nursing regarding their progress in preparing the joint recommendation on the administration of medication. The section also provides that by December 10, 2000, the committee is to receive certification from the department regarding the satisfaction of the reporting and recommendation requirements of Section 3 of House Bill No. 1403. House Bill No. 1403 is effective through July 31, 2001, and after that date is ineffective.

  3. Consider developing recommendations to the Legislative Council and to the 2001 Legislative Assembly regarding the administration of medication and consider any legislation needed to implement the recommendations.
