STUDY OF HUMAN SERVICE CENTER SERVICES

9:05 a.m. Presentation by representatives of the Department of Human Services updating human service center information presented at the October 1999 meeting to include the following information:
  • Administrative costs by human service center
  • Adjusted "comparison factors" reflecting human service center administrative cost percentages, allocation of 1999-2001 budget, and refined program costs and caseload percentages, reflecting allocation of caseloads and costs either provided at a center for statewide clients or through the central office
  • 1997-99 biennium general fund turnback by human service center
  • Contract services costs for the 1997-99 biennium
  • Detail of services provided at each human service center
  • Length of time clients are served by contracted services as compared to human service center service
  • Explanation of the increase in the number of vocational rehabilitation cases while units of service have decreased
  • Explanation of why developmental disability cases have remained constant while the units of service have increased
  • Costs and benefits of human service center using case aides to assist in the case management of the seriously mentally ill

3:00 p.m. Presentation by representatives of the Department of Human Services regarding budget presentation methods for the 2001-03 biennium budget

STUDY OF WELFARE REFORM ISSUES

3:30 p.m. Presentation by the Legislative Council staff of information regarding the use of federal temporary assistance for needy families (TANF) moneys
4:00 p.m. Presentation by representatives of the Department of Human Services of information regarding the committee's study of welfare reform including:
  • A status report regarding the TANF caseloads and budget for the 1999-2001 biennium to date
  • Information regarding work and education activities of TANF clients
  • Additional information regarding the number of children affected by the "family cap," including children born out of wedlock and in a family setting
  • A status report regarding a pilot TANF tribal project
4:30 p.m. Committee discussion and staff directives regarding the committee's studies
5:00 p.m. Adjourn
