  • Requirements for the use of interest earnings on moneys in the community health trust fund
1:30 p.m. Comments by interested persons regarding the community health grant program study
1:40 p.m. Committee comments regarding the study of the State Department of Health's comprehensive plan for a community health grant program

RURAL COMMUNITY INCENTIVE PACKAGE STUDY

1:50 p.m. Presentation by a representative of the Task Force on Long-Term Care Planning regarding the task force's work on the development of an incentive package for the reduction of long-term care beds
2:10 p.m. Presentation by a representative of the North Dakota Long Term Care Association on the joint health and long-term care project among the three long-term and health care facilities in New Rockford and Carrington
2:40 p.m. Presentation by a representative of the State Department of Health regarding the location, capacity, occupancy rate, and level of care provided at all long-term care facilities in the state

4:10 p.m. Presentation by a representative of the Department of Human Services regarding the implementation status of the children's health insurance program and information on the number of denials of applicants to the children's health insurance program and the status of the denials in regard to the individuals being referred to another provider or another state or federal program

10:00 a.m. Presentation by a representative of the State Department of Health on the status of the critical access hospital designation for rural hospitals within North Dakota and on critical access hospital quality indicators and outcomes
10:10 a.m. Presentation by Ms. Donna Bosch, Executive Director, Home Medical Resources, Medcenter One, and Past President, North Dakota Home Care Association, on the impact of the Balanced Budget Act on home health care services
10:30 a.m. Comments by interested agencies and persons
11:00 a.m. Presentation by a representative of the State Department of Health on insurance coverage limitations and on when these limitations begin to impact the quality of care provided by health care professionals and health care facilities
11:20 a.m. Presentation by a representative of Blue Cross Blue Shield regarding historical profit and loss trends, fee schedule changes, and cost changes for health care services
11:40 a.m. Presentation by a representative of the State Department of Health on the impact of increased regulations on health care costs

1:00 p.m. Presentation by a representative of Blue Cross Blue Shield regarding changes in utilization, reimbursement, and cost of services
1:20 p.m. Presentation by representatives of the State Department of Health and the Department of Human Services regarding cost and reimbursement changes for HMOs and Medicaid
1:40 p.m. Presentation by a representative of the State Department of Health on total health care expenditures by major diagnostic group to see where there are increases and decreases in health care costs
2:00 p.m. Presentation by a representative of the State Department of Health regarding the impact of mandated benefits on premiums, the economy's impact on health care, and the impact of decreased utilization on the cost of health care
2:20 p.m. Presentation by a representative of the State Department of Health on the cost shift occurring from Medicare and Medicaid to private insurers and private pay individuals because of Medicare and Medicaid reimbursement policies
2:40 p.m. Presentation by a representative of Blue Cross Blue Shield of a comparison of Blue Cross Blue Shield of North Dakota to the national Blue Cross Blue Shield regarding trends in the utilization of services, age of subscribers, premium costs, and reimbursements to providers
3:00 p.m. Presentation by a representative of the State Department of Health on the location of hospitals in the state and what services are provided at each hospital
3:20 p.m. Presentation by a representative of the Department of Human Services regarding Medicaid policies relating to reimbursement of nurse practitioners and physician assistants along with information on the location of nurse practitioners in the state
3:40 p.m. Presentations by representatives of the State Department of Health and the Department of Human Services on the licensing and reimbursement regulations relating to health care facilities and whether or not the regulations are being applied fairly
4:00 p.m. Comments by interested persons regarding the health care study
4:20 p.m. Committee comments on the health care study
