STUDY OF THE DEPARTMENT OF HUMAN SERVICES AND HUMAN SERVICE CENTER SERVICES

10:05 a.m. Presentation by representatives of the Department of Human Services regarding the committee's study of human service center services, pursuant to Section 28 of Senate Bill No. 2012, including a review of human service center services, staff hours by service type, caseloads, caseload trends and reasons for changes, unduplicated center caseloads, and the use of contracting for service delivery for each human service center
11:00 a.m. Presentation by representatives of the Department of Human Services on the appropriateness of and justification for continuing human service center programs, the cost/benefit and delivery methods of human service center programs, methods for evaluating the effectiveness and outcomes of human service center programs, and the need to establish priorities relating to human service center programs
11:30 a.m. Comments by a representative of the human service center directors regarding the committee's review of human service center services
12:00 noon Luncheon recess
1:00 p.m. Presentation by representatives of the Department of Human Services regarding the committee's study of the Department of Human Services, pursuant to Senate Concurrent Resolution No. 4003 and Section 25 of 1999 Senate Bill No. 2012, including:
  • The departmental progress in the implementation of recommendations contained in Senate Concurrent Resolution No. 4003, including the status of the department's strategic planning process and budget presentation methods
  • The department's plan for a review of program funding issues pursuant to Section 25 of 1999 Senate Bill No. 2012, which is to include the appropriateness of maximizing the use of federal funds, the opportunities to reduce general fund program expenditures, the appropriate methods to provide detailed justification prior to the expansion of programs, the appropriateness of the state replacing reductions in federal funds with state resources, coordination of programs to avoid duplication of program delivery, and cost/benefit of programs
2:30 p.m. Presentation by a representative of the Department of Human Services regarding the status of actual Medicaid drug expenditures as compared to the budget for the 1997-99 biennium, the estimated Medicaid drug expenditures for the 1999-2001 biennium, the Department of Human Services plans for any Medicaid drug reimbursement changes, the ability of the department to address any projected shortfalls in the Medicaid drug reimbursement area from other Medicaid services funding, and any potential long-term impact of drug reimbursement changes under consideration
3:30 p.m. Presentation by representatives of the Department of Human Services on the use of federal Older Americans Act funding for adult protective services at the human service centers during the 1997-99 biennium and departmental plans for these programs for the 1999-2001 biennium
3:45 p.m. Comments by representatives of the North Dakota Association of County Social Service Board Directors regarding the committee's study of the Department of Human Services and human service center services, including comments on county input in the department's strategic planning process and in the identification of client service needs
4:15 p.m. Comments by committee members regarding the studies of the Department of Human Services and human service centers

STUDY OF WELFARE REFORM ISSUES

9:00 a.m. Comments by representatives of the Department of Human Services regarding the committee's study of welfare reform, including:
  • A report on temporary assistance for needy families (TANF) caseloads as compared to budget for the 1999-2001 biennium to date and information on TANF caseload trends, including caseload trends for reservation counties
  • A report on pending federal changes that would require states to track clients after they leave assistance programs and information regarding the department's ability to track clients by monitoring clients' participation in other economic assistance programs
  • A report on the use of federal TANF funds, including information regarding projected unspent TANF funds for federal fiscal years 1999 and 2000
  • A report on departmental plans for a pilot TANF tribal project and regarding the department's progress in determining the most reliable data concerning the proportion of unemployed adults living in Indian country
  • A report on the training, education, employment, and management (TEEM) pilot project for Rolette County
11:00 a.m. Comments by Mr. John Bushman, Director, Division of Tribal Services, Administration of Children and Families, United States Department of Health and Human Services, regarding tribal welfare reform issues
