STUDY OF THE DEPARTMENT OF HUMAN SERVICES AND HUMAN SERVICE CENTER SERVICES

9:15 a.m. Presentation by the Legislative Council staff of a background memorandum relating to the committee's study responsibilities, including:
  • The study of the Department of Human Services implementation of recommended improvements in departmental administrative structure and budget presentation methods pursuant to Senate Concurrent Resolution No. 4003
  • The study of services provided by human service centers pursuant to Section 28 of Senate Bill No. 2012 which is to include the appropriateness and justification for human service center programs, the cost/benefit of programs, methods to evaluate program effectiveness and outcomes, and the establishment of priorities
  • A report from the Department of Human Services relating to a departmental review of program funding issues pursuant to Section 25 of Senate Bill No. 2012, including the appropriateness of maximizing the use of federal funds, the opportunities to reduce general fund program expenditures, the appropriate methods to provide detailed justification prior to the expansion of programs, the appropriateness of the state replacing reductions in federal funds with state resources, the coordination of programs to avoid duplication in program delivery, and the cost/benefit of programs

10:00 a.m. Presentation by representatives of the Department of Human Services regarding the committee's study responsibilities, including:
  • A status report on the implementation of recommended changes to improve the administrative structure and to enhance budget presentation methods contained in Senate Concurrent Resolution No. 4003
  • Comments regarding the study of human service center services which is to include the appropriateness and justification for human service center programs, the cost/benefit of programs, methods to evaluate program effectiveness and outcomes, and the establishment of priorities
  • The department's plan for the review of program funding issues, including the appropriateness of maximizing the use of federal funds, the opportunities to reduce general fund program expenditures, the appropriate methods to provide detailed justification prior to the expansion of programs, the appropriateness of the state replacing reductions in federal funds with state resources, the coordination of programs to avoid duplication in program delivery, and the cost/benefit of programs

STUDY OF WELFARE REFORM ISSUES

2:00 p.m. Presentation by the Legislative Council staff of a background memorandum regarding the committee's study responsibilities directed by Senate Concurrent Resolution No. 4036 and Sections 3, 4, and 6 of Senate Bill No. 2114, including the monitoring of the implementation of the temporary assistance for needy families (TANF) program, the study of the TANF program as it relates to the relationship between the state and tribes, Department of Human Services reports on the establishment of a pilot TANF tribal project, Department of Human Services reports on unemployment information for Indian country, consideration of any waiver requests or revised administration requests of the Department of Human Services related to TANF, and a Department of Human Services report regarding the implementation of child support income withholding
2:15 p.m. Comments by representatives of the Department of Human Services regarding the committee's study responsibilities regarding welfare reform, including a report on TANF implementation, departmental plans for a pilot TANF tribal project, an update regarding the reporting of unemployment information in Indian country, the relationship between the state and tribes regarding TANF, any Department of Human Services requests for waivers or changes to the administration of the TANF program, and a future Department of Human Services report on child support income withholding
