11:15 a.m. Presentation by Ms. Steisel regarding issues associated with tribal TANF programs, including related committee questions and discussion

1:00 p.m. Presentations by representatives of the Department of Human Services of information regarding the committee's study of welfare reform including:
  • A status report regarding the TANF caseloads and budget for the 1999-2001 biennium to date, including information on projected TANF carryover funds by federal fiscal year
  • A review of recent TANF expenditure quarterly reports filed with the federal government
  • Information regarding efforts to continue Medicaid eligibility for TANF recipients who become employed and exit the TANF program
  • A status report on the training, education, employment, and management (TEEM) pilot project in Rolette County
  • A status report on the negotiations between representatives of the tribes and the Department of Human Services regarding a tribal TANF pilot program
  • A report on progress in determining the most reliable current data concerning the proportion of unemployed adults living in Indian country

  • A status report on the Department of Human Services strategic planning process and the implementation of the recommendations contained in Senate Concurrent Resolution No. 4003, including suggested improvements in the budget presentation method

  • A status report regarding the Department of Human Services review of departmental program funding issues pursuant to Section 25 of 1999 Senate Bill No. 2012

  • Information detailing the vocational rehabilitation clients served during federal fiscal year 1999 and additional information regarding rehabilitated clients

4:30 p.m.

Presentation by representatives of the Department of Human Services on:

  • A status report on the Health Insurance Portability and Accountability Act of 1996 (HIPPA) and its impact on the department's computer systems

  • A status report on pending federal reductions to the social services block grant
