  • Prioritization of recommendations for the use of trust fund moneys
  • Interest estimated to be earned on the trust fund and whether the interest will remain in the fund or be transferred to the general fund
1:50 p.m. Presentation by Ms. June Herman, Vice President of Advocacy, American Heart Association, on the prioritization of the various elements of the Centers for Disease Control and Prevention proposal for a statewide comprehensive tobacco prevention program, including the elements that could be fully implemented within the 10 percent allocation from the tobacco settlement trust fund

  • The cost of providing services for the treatment of pneumonia, diagnosis-related group (DRG) #89, including information related to provider groups that are reimbursed on a fee schedule rather than on a cost basis, reimbursements received for services as a percentage of the cost to provide those services, the sources and amounts of reimbursements received by hospitals for DRG #89, and a comparison of the reimbursements received by rural and urban hospitals
  • Changes in the costs of specific health care services in North Dakota during the last five years
9:20 a.m. Presentation by a representative of the State Department of Health on:
  • Amounts paid for inpatient hospital services for the five most common major diagnostic categories in North Dakota
  • Changes in the cost of specific health care services in North Dakota during the last five years
  • Reimbursement rates and methodologies used by insurance companies, Medicaid, Medicare, and other health care payers
10:00 a.m. Presentation by a representative of Blue Cross Blue Shield of North Dakota regarding changes in reimbursements for major DRGs during the last five years
10:10 a.m. Presentation by a representative of the State Department of Health on public hearings held by the State Health Council pursuant to 1999 House Concurrent Resolution No. 3070 relating to health care needs in the state
10:20 a.m. Presentation by a representative of the State Department of Health on the impact of the farm crisis on the demand for health care services, including:
  • Health care services currently being offered to help people affected by the farm crisis
  • Barriers faced by people seeking access to health care services
  • New programs that could be implemented

10:45 a.m. Presentation by a representative of the Department of Human Services on federal regulations relating to Medicaid reimbursement of nurse practitioner services and options to remove barriers that prevent Medicaid reimbursement of those services in North Dakota
11:00 a.m. Presentation by a representative of the Department of Human Services on the department's policies regarding the preauthorization of pharmaceutical services for the Medicaid program
11:15 a.m. Presentation by Ms. Shelly Peterson, Executive Director, North Dakota Long Term Care Association, on regulations relating to the nursing facility survey process and related costs and penalties in North Dakota and other states
11:30 a.m. Presentation by Mr. Tim Tracy, Administrator, Towner County Medical Center, Cando, on the nursing facility survey process, including compliance costs and the informal dispute resolution process

CHILDREN'S HEALTH INSURANCE PROGRAM

1:00 p.m. Presentation by a representative of the Department of Human Services on the following items related to the children's health insurance program:
  • Enrollment statistics, including the number of applicants determined ineligible for the program and the reasons for the ineligibility
  • Program costs
1:30 p.m. Presentation by Lt. Governor Rosemarie Myrdal, Chairman, Children's Services Coordinating Committee, on the use of a Robert Wood Johnson Foundation grant to identify and enroll children in the children's health insurance program
1:40 p.m. Comments by interested persons and committee discussion

LONG-TERM CARE INCENTIVES STUDY

2:00 p.m. Presentation by a representative of the Department of Human Services on the loan and grant program for nursing facility care alternatives implemented pursuant to 1999 Senate Bill No. 2168, including:
  • The status of the implementation of the program
  • The criteria used by the department to review applications for funding
  • The number of applications received
  • The amount of loan and grant funding made available through the program and potential uses for the funds
2:30 p.m. Presentation by a representative of the Department of Human Services on the status and history of intergovernmental transfer programs (similar to the program implemented in North Dakota pursuant to 1999 Senate Bill No. 2168) which have been implemented in other states
2:50 p.m. Presentation by Ms. Peterson and Mr. Tracy on potential uses for funds made available pursuant to 1999 Senate Bill No. 2168 and other types of incentives which could be considered to assist rural communities and nursing facilities in reducing bed capacity and providing alternative services
